Opioid addiction is a serious public health crisis: each day, more than 115 people across the United States die from an opioid overdose. As a physician, I have resuscitated far too many patients in the emergency department who have fallen victim to addiction and abuse. I have seen the crushing physical and emotional impact this crisis takes on individuals, their families, and their communities. At the same time, many patients rely on opioid medications in order to manage chronic pain and other severe conditions. This is a complex issue with many causes, including misinformation, over-prescription, and easy accessibility.
Make no mistake: opioid addiction is an epidemic that will only grow worse without swift action at the federal and state levels. It is critical that we continue to support policies to expand access to alternative medications and improve addiction treatment services. In April 2018, I introduced the Advancing High Quality Treatment for Opioid Use Disorders in Medicare Act, a bill that would increase access for seniors to comprehensive addiction treatment services such as care management, treatment planning, and support services. I am proud to report that my bill was signed into law as part of H.R. 6, the SUPPORT for Patients and Communities, in October 2018.
Addressing the opioid epidemic requires a careful, fact-based approach that curbs the risk of addiction while protecting access to prescribed, opioid-based medications for patients affected by chronic pain. Rest assured, I will keep your thoughts in mind should legislation on this issue come to the House floor for a vote.

I share your view that we must defeat the stigma around mental health, raise awareness, and tear down barriers to mental health care.
The Centers for Disease Control (CDC) estimates that approximately a quarter of American adults are living with a mental illness, and almost 50 percent of adults will develop at least one mental illness at some point during their lifetime. Mental health disorders range from mild to severe and do not discriminate when affecting the well-being of our friends, family, and communities. Removing stigmas and raising awareness of mental health is critical to increasing access to necessary health care. As an emergency medicine physician, I believe every American should have access to the care they need to address their mental health needs. That is why I have consistently supported robust federal funding for mental health services and have sought to expand access to mental health care for all Americans.
I have also worked to improve mental health services for those at an increased risk of mental health disorders. As a co-sponsor of H.R. 1646, the Helping Emergency Responders Overcome (HERO) Act of 2019, I have worked to improve the detection, prevention, and treatment of mental health issues among public safety officers. I have also collaborated with our local law enforcement officers to expand mental health funding. On June 25, 2019, the House passed an appropriations bill that included my amendment to increase funding for mental health initiatives for law enforcement from $2 million to $4 million for 2020.
Rest assured, I will continue fighting to expand access to mental health services for all Americans. Should legislation regarding mental health care come before the House floor for a vote, I will keep your thoughts in mind.

Thank you for contacting me to express your support for our nation’s veterans and your concern over a lack dental care for post war dental need vets, particularly among Vietnam Veterans. I appreciate the opportunity to hear about the issues important to the individuals I serve. It is an essential part of our democratic process, and I am grateful for your input.
Our troops courageously put their lives on the line to defend our country, and we owe them a debt of gratitude. We can never truly repay their service — but we can support them when they return home. I am committed to fulfilling our country’s promise to our veterans and their families in recognition of the sacrifices they have made to protect our nation and the freedoms we hold dear. Democrats and Republicans must work together to ensure our veterans have access to high-quality care and receive the benefits they have earned and deserve.
That is why I have consistently supported legislation to ensure that veterans do not face unnecessary roadblocks in receiving the benefits they have earned. In March 2020, I joined Congressman Bilirakis (FL-12) in introducing H.R. 5995, the Major Richard Star Act, which would allow disabled veterans who simultaneously receive disability pay and retirement compensation to receive their full benefits regardless of how long they served.
I am also particularly concerned with the health consequences for our veterans exposed to burn pits, large fields in Iraq and Afghanistan used to burn waste, chemicals, and trash that produce deadly particulate matter and carcinogens. The Department of Defense and Veterans Affairs Administration have failed to effectively study the health effects of burn pits or treat many of the veterans who have been exposed, some of whom have died from rare cancers and pulmonary diseases. That is why I co-founded the Burn Pits Caucus, a bipartisan group of legislators working to address this public health crisis, and introduced several bills and amendments to expand awareness and treatment for our veterans. In December of 2019, two of my provisions to address the use of toxic military burn pits became law as part of the National Defense Authorization Act. Additionally, I also introduced H.R. 8261, the Presumptive Benefits for War Fighters Exposed to Burn Pits and Other Toxins Act of 2020 to streamline the process for obtaining VA benefits for burn pit and other toxic exposures.
While our nation confronts the ongoing coronavirus pandemic, I am also working to ensure that our veterans have access to the care and benefits they need to stay healthy and safe. I voted for H.R. 748, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which invests more than $19.6 billion in the COVID-19 response at the Department of Veterans Affairs and expands VA funding for telehealth services, supplies, testing kits, and personal protective equipment. Thank you for writing. I firmly believe that education is a ticket to a better life. But over time, that ticket has become too expensive for many Americans. Student loans, meant to finance a path to opportunity, often become a lifelong burden.
That’s why I have taken historic action to fix a badly broken system—providing relief to families who need it most and helping them crawl out from under a mountain of debt so they can finally start thinking about building their futures.
First, my Administration will provide up to $10,000 in debt relief to borrowers who earn less than $125,000 a year and $20,000 each to Pell Grant recipients. 95 percent of borrowers can benefit from these actions—that’s 43 million people. Second, we are proposing an income-driven repayment plan so that no one with undergraduate loans will ever have to pay more than 5 percent of their monthly discretionary income toward that debt and every obligation will be fulfilled after 20 years of payments, period. Visit studentaid.gov to learn more.
We’re also fixing the broken Public Service Loan Forgiveness program to credit more borrowers who work at non-profits, in the military, or in Federal, State, Tribal, or local governments. The program is designed to forgive the balance of any public servant who pays down their loans for 10 years. But in practice, the process is so complicated that many people just give up. We’re changing that. Meanwhile, the Department of Education has issued retroactive credits, already forgiving over $10 billion in loans for more than 175,000 teachers, nurses, police officers, and others since I took office. This opportunity expires on October 31, 2022, so I’m urging all public servants to go to PSLF.gov for more information.
We also increased Pell Grants by the largest amount in over a decade and provided nearly $40 billion to colleges and universities through the American Rescue Plan, much of which was used for emergency student financial aid, allowing students to breathe a little easier during a once-in-a-century pandemic. And we are focused on keeping college costs under control for future students.
Together, these actions will give each new generation a better chance to pursue their education beyond high school and will help our Nation win the economic competition of the 21st century. I will keep your letter in mind as my Administration works to ease the burden of student loan debt and make it easier for all Americans to pursue the American Dream.

I also cosponsored important legislation that would allow anyone to enroll in Medicare and make college tuition free. And still, I know our work has just begun.

Meet President Emeritus Father Joe Carroll
About Father Joe Carroll
Father Joe Carroll’s efforts on behalf of poor and impoverished people in San Diego are legendary. Born in the Bronx in 1940, Joseph Carroll grew up with his parents and seven brothers and sisters across the street from St. Joseph Church. Joe moved from the Bronx to Southern California in 1963, where he entered the seminary.
In 1974, he was ordained a Catholic priest and devoted the next eight years to parish work, building a strong group of supporters who found his charisma and gregarious personality hard to resist.
In 1982 when Bishop Leo Maher went looking for someone to take over St. Vincent de Paul Center, he is said to have asked his clergy personnel board, “Who is the biggest hustler in the diocese?” Each member of the committee had the same answer: Father Joe. “He can squeeze money out of a rock,” said Monsignor Dennis Mikulanis, a longtime friend who was on the committee.
So, Bishop Maher charged Father Joe with establishing a “preferential option” for our community’s neighbors in need. Father Joe likes to say that he tried to politely decline the task, since he was unfamiliar with this type of work, but the Bishop insisted that he was the man for the job.
By all accounts, Father Joe rose to the occasion. He traveled the country researching homeless service providers and, at the time, saw nothing that inspired him. An immensely innovative and resourceful man, Father Joe embarked on creating an entirely new, one-stop approach to providing services to those struggling with homelessness. This approach is the hallmark Father Joe’s Villages’ St. Vincent de Paul Village and other programs.
In 1987, only 5 short years after taking the helm, Father Joe expanded his ministry from handing out peanut butter sandwiches to people on the streets to the opening of a $12 million facility known as the Joan Kroc Center. The first of its kind, the facility included housing for families and single adults, a medical clinic, childcare, meals, and job training all under one roof. The Joan Kroc Center was followed by the Bishop Maher Center in 1989 and the Paul Mirabile Center in 1994.
As an icon of the Southern California region and beyond, Father Joe Carroll selflessly and tirelessly served our community for more than three decades. Although he retired in 2011, as President Emeritus, Father Joe continues to lend a hand in our community with charm and with deep care and compassion for our neighbors in need.

I don't know if you remember me, or not? I'm Stephanie's daughter "Lisa Davis". As you may have heard from my Mom on her "Toy" computer, I am serving a double 16-month sentence, which is running concurrent. Anyhow, Mom sent a few of your "Daily Inspirational Emails" to me, which I absolutely loved, and I asked her to start sending them to me every week.
After getting to know my other (7) cellmates, on each yard I was moved to, I began to read one each morning aloud to them also, and then started to pass them on the other inmates in our unit. They are now read daily by more then 200 women in just our unit alone, and maybe are even passed on from there?
Although I find my surroundings to be awful! I have also found them to be beneficial to the life I am building for my release date. I would really appreciate it if you would put the following pages into one of your "Daily Inspirational Emails ", so that others may understand the fears, hopes, and beliefs that some inmates in prison have?
None of us are wasting away our time, or the taxpayers money just to re-enter society and become even a larger strain on our communities. I for one am working real hard for my life and am striving to become a true child of God!
He is living within my heart today, and He will be there to help me fight off my "old life" tomorrow.

Beginning in March of 1966, Martin W. Oliver completed his basic training at Amarillo AFB, Texas, Oliver was then specialty-trained as a Morse Code Intercept Operator at Kessler AFB, Biloxi Mississippi. He was subsequently Sub-Trained and spent almost one year (9/1966-5/1967) at the Military Airlift Command at Scott AFB, St. Claire County, Illinois, near Belleville.
Oliver then served off-shore from 6/1967-9/1969 at the United States Navy Headquarters, Pearl Harbor - as part of the Aeronautical Chart and Information Center/7651st Aeronautical Chart and Information Squadron Hickam AFB - His outstanding citation unit which made and shipped top secret bombing maps for United States and South Vietnam Military Pilots flying in Vietnam as well as general Aeronautical Flying Charts related to the Defense of Vietnam and general Vietnam War effort and getting supplies airlifted to the US troops. For his last 3 months (10/1969 to 12/1969) SGT. Oliver served at the Strategic Air Command Castle Air Force Base, between Atwater and Merced, CA. Oliver was in the United States Air Force Reserves from 1970-1972.
